Weld County Fair Board Minutes

May 1, 2023

The Meeting was called to order at 6:00 p.m. by President Aaron Helus in the Extension Office at Island Grove Regional Park, 525 North 15th Avenue, Greeley.

Members Present: Those present were President Helus and Vice President Landon Cogburn, Secretary Isaia Aracayos, Treasurer Courtney Smith, and Board Members Bailey Naibauer, Levi Loveland, and Tom Bledsoe.

Ex-Officio/Staff Present: Hannah Swanbom, Cheryl Aragon, Larry Hooker and Kim Eastwood

Special Guests: Commissioner Lori Saine, Committee Members Andy Raff, Cody Leblanc and Bridget Holcomb

Agenda: Add Bylaws review for electronic voting; Add Poultry Show

Motion to approve the consent Agenda by Tom Bledsoe, second by Landon Cogburn; motion passed.

Special Guests/Requests:

  1. Commissioner Saine – review of Goat Extravaganza review by Larry Hooker – went well, good attendance, need to review education piece to increase attendance

New Business:

  1. IAFE Fair Board Code of Ethics – Commissioner Saine – template previewed by county legal, template looks good, will need to edit for application to Weld County Fair Board, then Committees
  2. Poultry Show – positive bird flu in Routt County – Adams and Grand County had shows last year; MOTION by Tom Bledsoe to proceed planning for a live poultry show, second by Isaia Aricayos; motion passed.
  3. Bylaws – electronic voting – Landon Cogburn – want to review bylaws to add and review electronic voting as an option; MOTION by Landon Cogburn to recommend legal review adding electronic voting to bylaws, second by Courtney Smith; motion passed.
  4. Committee Reports (Board representation assignments drawn from hat annually)
  • Royalty – Tom Bledsoe – group volunteering in community, working on sponsorships, supporting fair events
  • Education – Tom Bledsoe – Chair Shannon Bailey – working on obtaining a contract from CSU for county review
  • Premier Exhibitor – Landon Cogburn – pending – looking for a chairperson
  • Jr Livestock Sale – Landon Cogburn – Board – save the date notices went out to buyers, need to look at replacing backdrop due to wear and tear
  • Drug Testing – Courtney Smith – Lynn Erickson – Kristy Campbell submitted and presented proposed committee bylaws brought by the committee, SOP’s currently being reviewed and edited by Dr. Scott; committee will continue review after discussions regarding bylaws and repercussions. Recommend title of bylaws change to SOP’s. Review continues.
  • Carcass Contest – Isaia Aricayos – Larry Hooker/Kristy Campbell – time and scheduling will remain as previous year, sponsor for whole contest and at no cost to fair.
  • All Around Showmanship – Aaron Helus – Debbie Carpio – finalizing judges at this time
  • Security, Parking, and Risk Management – Bailey Naibauer – Bridget Holcomb – camper check-ins going well, working on exhibitor packet, Orozco contract will be delivered soon, registration site is live, recommend use of survey on camper registration, recommend vendor and camper check-in area are same for
    consistency, recommend rule sheet, exhibitor wrist bands, animal release times, recommend use of ticket booth off 11th Ave with parking pass; ticket booth for
    exhibitors to rear of buildings. MOTION by Tom Bledsoe to use ticket booth to limit access to the rear of buildings, second by Levi Loveland; discussion included use of parking passes and limiting access; request use of electronic incident forms – MOTION by Courtney Smith to use electronic incident forms (JOT), second by Levi Loveland; motion passed. Operational Agreement form – MOTION to approve form by Tom Bledsoe, second by Isaia Aricayos; motion passed. Exhibitor Packet – includes rule sheet, animal release times, wrist bands and parking passes. MOTION by Bailey Naibauer approve Livestock Exhibitor packet (provided at vet check) excluding parking passes, second by Landon Cogburn; motion passed.
  • Livestock/Animal Health – Bailey Naibauer – Andy Raff – nothing additional to add to previous discussion
  • Appreciation Lunches/Fair BBQ – Levi Loveland – Bridget and Cody – meals being planned and coordinated at this time.
  • SNOW – Levi Loveland – Bridget and Cody – vendor packet was sent electronically last month, MOTION by Courtney Smith to approve vendor packet as presented, second by Bailey Naibauer; motion passed. Fair Book – MOTION by Landon Cogburn to approve Fair Book changes with exception noted, second by Levi Loveland; motion passed. Schedule change – Friday night – movie in the park; MOTION by Tom Bledsoe to approve schedule change, second by Isaia Aricayos; motion passed.

Announcements/ General Discussion:

  1. The next regular meeting of the Fair Board was set for Monday, June 5, 2023.
