Weld County Fair Board Minutes

June 5, 2023

The Meeting was called to order at 6:00 p.m. by President Aaron Helus in the Extension Office at Island Grove Regional Park, 525 North 15th Avenue, Greeley.

Members Present: Those present were President Helus and Vice President Landon Cogburn, Secretary Isaia Aracayos, Treasurer Courtney Smith, and Board Members Bailey Naibauer (via Zoom), Levi Loveland, and Tom Bledsoe.

Ex-Officio/Staff Present: Hannah Swanbom, Cheryl Aragon, Larry Hooker and Larry Hooker

Special Guests: Commissioner Lori Saine (via Zoom), Committee Members Cody Leblanc and Bridget Holcomb

Agenda: No changes

Motion to approve the consent Agenda by Tom Bledsoe, second by Landon Cogburn; motion passed.

Special Guests/Requests:

1. Commissioner Saine – sat in on discussions with architect, additional information forthcoming regarding future construction at Island Grove
2. Royalty Court – watched video presentation and report from Caitie Holcomb
3. Bailee Jones, Data Entry Clerk – welcome to the team

Old Business:

1. Review Code of Ethics for Fair Board Members, Judges and Others – MOTION by Courtney Smith to accept Code of Ethics as presented by County Legal Dept, second by Landon Cogburn; motion passed. Request made to have signed copies turned into office by the end of the week or next Monday.
2. Livestock Judges – Larry has been in contact with all judges (except Rabbit judge) and have confirmed their attendance thus far.

New Business:

1. Committee Reports (Board representation assignments drawn from hat annually)

• Royalty – Tom Bledsoe – update presented via video
• b. Education – Tom Bledsoe – Chair Shannon Bailey – CSU donating cost for Ram’s Academy, meeting in place with CSU and Extension office to coordinate set up
• Premier Exhibitor – Landon Cogburn – Committee – meeting held, another meeting set up soon, following up on sponsorship, Gus and Terri are able to do gift cards again, non-livestock judge identified and will proceed with contracting
• Jr Livestock Sale – Landon Cogburn – Board – questions regarding ambassadors helping with Cam’s Academy, possible changes for awards and donor plaques forthcoming – possibly this year
• Drug Testing – Courtney Smith – Lynn Erickson – SOP drafted, Kristy not available to present at this time
• Carcass Contest – Isaia Aricayos – Larry Hooker/Kristy Campbell – nothing new to present at this time
• All Around Showmanship – Aaron Helus – Debbie Carpio – beef judge outstanding, all other judges are set
• Security, Parking, and Risk Management – Bailey Naibauer – Bridget Holcomb – took inventory of signs, in discussion with Orozco regarding contract, set up signs on Saturday 7/22
• Livestock/Animal Health – Bailey Naibauer – Andy Raff – nothing new to report
• Appreciation Lunches/Fair BBQ – Levi Loveland – Bridget and Cody – need invoice from provider to give half of funds for deposit, should have all completed by the end of the week
• SNOW – Levi Loveland – Bridget and Cody – frustrated with lack of communication between committee and Fair office after Fair coordinator vacancy occurred; we will continue to handle business as usual and encourage open and frequent communication between Fair office and committee; 28 vendors contracted, 7 are sponsors and non-profits; MOTION to waive vendor fee for the 7 vendors that are sponsors and non-profit organizations by Tom Bledsoe, second by Levi Loveland; motion passed. MOTION to approve list of vendors by Tom Bledsoe, second by Courtney Smith; motion passed. Golf cart rental increase by $590, total $4,380 for 4 - 4 pass carts, 2 - 6 pass carts. Cost is part of committee budget.

Announcements/ General Discussion:

1. The next regular meeting of the Fair Board was set for Monday, July 10, 2023.
